Safeguarding National Security at LBCT

Commitment to Compliance with the National Security Agreement and Policy Plan

 

As of September 30, 2019, Long Beach Container Terminal (LBCT) is under the supervision of the United States Government, specifically the Committee on Foreign Investment in the United States (CFIUS). As a condition of the sale and purchase of LBCT, LBCT is required to comply with the National Security Agreement (NSA) and National Security Policy Plan (NSPP). This plan outlines for both LBCT and its stakeholders how LBCT will comply with the NSA.

 

Any person who discovers or otherwise becomes aware of a breach of the NSA is required to notify the Security Officer. There will be no discrimination, consequence, or other adverse action taken against any person who in good faith notifies or attempts to notify the Security Officer of a potential violation of the NSA.

Identification Requirements

Long Beach Container Terminal is a ‘federally regulated facility’ for security purposes, and all personnel are required to have a Transportation Worker Identification Credential (TWIC) to gain access into the terminal.

 

Security Level

The Coast Guard employs a three-tiered system of Maritime Security (MARSEC) Levels designed to easily communicate to the Coast Guard and our maritime industry partners pre-planned scalable responses for credible threats.

 

C-TPAT Validated

Long Beach Container Terminal is Customs-Trade Partnership Against Terrorism (C-TPAT) certified and a validated terminal by U.S. Customs and Border Protection (CBP).
